Appendix A of the Chemical Facility Anti-Terrorism Standard is a list of chemicals DHS determined to be Chemicals of Interest (COI) and it contains the Screening Threshold Quantities (STQ) for those chemicals. Appendix A was developed as a guide to help chemical facilities determine if they fell under the CFATS regulation. If a facility possessed a chemical above the STQ, it had to complete a Top Screen. The Top Screen is a DHS screening tool that asks for information regarding, among other things, the types of chemicals the facility had on its premises, in what quantities and concentrations.
This online data tool allows facilities to enter all information requested by DHS and allows DHS to determine if a facility falls under the CFATS program. DHS communicates in a letter to the facility whether or not the facility is regulated and can move forward to the next phase of the CFATS program.
