Waterways create easy access to thousands of facilities within the United States. This access must be protected and restricted to prevent unauthorized and potentially dangerous parties from causing damage to the facility or acquiring items that could be potentially dangerous to the population. The Maritime Transportation Security Act (MTSA) establishes specific regulations for facilities, ports, harbors, docks and warehouses on navigable waterways. The MTSA requires these facilities to complete a Facility Security Assessment and to develop a Facility Security Plan. The plan must be submitted to the Department of Homeland Security.
