The letter your facility receives after your Top Screen has been reviewed by the Department of Homeland Security establishes your facilities preliminary tier level (one through four). Facilities are expected to complete the Security Vulnerability Assessment (SVA), another online tool created by DHS. This tool was created in order for DHS to evaluate vulnerabilities, threats and consequences to your facility, along with the facility’s ability to mitigate an attack.
The Security Vulnerability Assessment Tool is a complex web tool that requires hundreds of answers to detailed questions. The questions are derived from the information you submitted on your Top Screen. The SVA generates questions about the physical aspects of your facility; requires you to assess the threats indicated by DHS; to conduct a vulnerability analysis; risk assessments; and countermeasures analysis.
